(Unila): The University of Lampung (Unila) has once again emphasized its role in encouraging the advancement of national law through the implementation of the Open Doctoral Promotion Examination in Law which was held on Friday, January 30, 2026, in the Open Examination Room of Building B, Faculty of Law, Unila.
Zoya Haspita was officially declared to have graduated as the 50th doctoral graduate in this study program at the hearing after successfully defending her dissertation entitled “Formulation of an Integrated Restorative Justice System in Criminal Law Enforcement in Indonesia.”
This research highlights the urgency of reformulating the national criminal law enforcement system through an integrated restorative justice system approach.
The dissertation is based on the reality that the Indonesian criminal justice system still tends to be oriented towards a retributive approach (revenge), so that it has not fully provided restorative justice, for victims, perpetrators, and society.
Through a normative and conceptual approach, Zoya Haspita formulated a restorative justice system model that does not operate partially in each law enforcement agency, but is integrated from the investigation stage to the implementation of the decision.
This formulation emphasizes regulatory harmonization, synchronization of authority between law enforcement agencies, and strengthening the legal basis so that restorative justice is not merely a sectoral policy, but becomes an integral part of the national criminal justice system.
Substantively, this research offers a significant contribution to legal development in Indonesia. The integrated restorative justice system model is considered capable of reducing correctional facility overcrowding, expediting case resolution, restoring social relationships disrupted by crime, and delivering a more humane and restorative justice system.
In the long term, this formulation has the potential to strengthen public trust in the justice system and encourage the transformation of Indonesian criminal law towards a more modern and socially just paradigm.
The doctoral promotion hearing was led by the Chief Examiner Prof. Dr. Ayi Ahadiat, SE, MBA, with Secretary/Examiner Dr. M. Fakih, SH, MS. The examining team consisted of Prof. Dr. Muhammad Akib, SH, M.Hum.; Prof. Dr. Maroni, SH, M.Hum.; Prof. Dr. FX. Sumarja, SH, M.Hum.; and Dr. Heni Siswanto, SH, MH as internal examiner, and Dr. Salman Alfarasi, SH, MH as external examiner.
The supervisory team consists of Dr. A. Irzal Fardiansyah, SH, MH, as Promoter and Dr. Erna Dewi, SH, MH, as Co-Promoter, who have guided the candidate to successfully defend his dissertation before the board of examiners.
In his remarks, Prof. Dr. Ayi Ahadiat emphasized the importance of the new doctorates’ contributions to strengthening institutions and developing national law. He believes that the success of this open examination is not only a personal academic achievement but also enriches the body of criminal law scholarship in Indonesia.
“Hopefully, with the increase in doctorates from Unila, Unila will further position itself as a leading university. God willing, we will all strive to improve quality. Legal development can become stronger because we all must think positively in facing global competition.”
The concept of an integrated restorative justice system is expected to serve as a reference for updating legislative policies, strengthening law enforcement practices, and reforming the national criminal justice system to be more effective, equitable, and recovery-oriented.
