(Unila): The University of Lampung (Unila) is strengthening its role as a strategic partner of the regional government by assisting the Way Kanan District Government in drafting the Draft Regional Regulation (Perda) on the Regional Literacy Movement (GLD).
This assistance was carried out through consultation and coordination with the ranks of the Library and Archives Service of Way Kanan Regency which took place on Tuesday, January 13, 2026, in the office of the Vice Rector for Planning, Cooperation, and Information Systems (PKSI), Unila.
This step by Way Kanan Regency is seen as a serious effort to change the literacy approach from merely an administrative activity to a public policy that has a direct impact on the community.
Vice Rector for PKSI Prof. Dr. Ayi Ahadiat, SE, MBA, said that regional literacy requires a legal umbrella so that it does not stop at routine and ceremonial agendas.
According to Prof. Ayi, the Regional Literacy Movement Regulation is important to ensure that all stakeholders, from local governments, schools, villages, to communities, operate within the same policy framework.
Thus, literacy is not only measured by the number of meetings or activities, but by the tangible changes it brings to society. At the meeting, Unila pushed for the GLD Regional Regulation to explicitly state policy objectives, target beneficiaries, and measurable indicators of success.
This is intended so that literacy policies are able to address real problems, such as low interest in reading, limited access to information, and digital literacy challenges faced by local communities.
Unila’s assistance in this activity was not only carried out by the Vice Chancellor, but was also supported by the Head of the Unila Cooperation Team, Suratno, and his team, as well as the Vice Rector Working Team for Public Policy, Fajrin Satria Dwi Kesumah, who provided input regarding the formulation of public policies and regional regulatory governance.
From the Way Kanan Regency Government, the delegation that attended was led by the Head of the Library and Archives Service, Achmad Agung Bramtihalley, SE, MM, accompanied by the Head of the Library Division, Dian Eka Putri, S.Sos., MM. Also participating in the delegation were Mei Priana Setia, A.Md. (First Expert Archivist), Ahmad Khaerudin, SE (Library Service Analyst), M. Taufiq Hidayat, SIPust. (First Expert Librarian), and Diah Lestariningtyas, S.IP. (First Expert Librarian).
Unila views the involvement of various departments in the delegation as a signal that Way Kanan not only wants to produce regulatory documents but also prepare a policy implementation ecosystem.
In the discussion, it was agreed that the Regional Literacy Movement must target clearly defined groups, such as students, educators, village communities, and the general public, so that the impact of the policy can be felt directly.
Through this academic mentoring, the University of Lampung hopes that the Way Kanan Regency Regional Literacy Movement Bylaw will serve as an example of knowledge-based policy, one that goes beyond mere activity and generates strategic decisions, solves real problems, and brings about changes in the community’s quality of life.
