(Unila): The Postgraduate Program of the Faculty of Social and Political Sciences (FISIP) of the University of Lampung ( Unila ) held a Doctoral Promotion Examination (S-3) for the Doctoral Program in Development Studies, FISIP Unila, on Wednesday, January, 2026.
The open examination , which took place in the Meeting Room of Building D, FISIP, became an important academic moment for the doctor candidate Hendrie Kurniawan, who successfully presented his dissertation entitled “Implementation of the Representative Function of the DPRD in the Implementation of Regional Government (Comparative Study of the DPRD of Bandar Lampung City and the DPRD of North Lampung Regency)” in front of the examining team and academic community.
The doctoral promotion hearing was led by Prof. Dr. Ir. Murhadi, M.Si., as the Chief Examiner, accompanied by Prof. Dr. Anna Gustina Zainal, S.Sos., M.Si., as the Examining Secretary. The acting promoters were Prof. Dr. Drs. Hertanto, M.Si., and Co-Promoter Prof. Dr. Feni Rosalia, M.Si.
Furthermore, also present as external examiners were Dr. Ir. Andi Wijaya, ST, MM, MAP as well as a number of internal examiners, namely Prof. Intan Fitri Meutia, SAN, Prof. Dr. Ari Darmasuti, MA, Prof. Arizka W., S.IP., MA, Ph.D., and Prof. Dr. Syarief Makhya, M.Si.
In his academic presentation, the Promovendus explained that his research examined how public aspirations and opinions are channeled and converted into policies through the legislative, budgetary, and oversight functions of the DPRD.
The research results show that the implementation of the DPRD’s representation function in the two research areas has been carried out procedurally, but is still substantively weak in realizing optimal representation of public interests.
Theoretically, this research refines the concept of political representation proposed by Urbinati, while practically it offers a model for strengthening DPRD governance through electoral mechanism reform, increasing openness, and strengthening public accountability.
Based on the results of the open examination, Hendrie Kurniawan was declared to have passed with honors and officially received his doctorate. This success also makes him the 12th doctorate produced by the FISIP Unila Development Studies Doctoral Program.
Through this achievement, it is hoped that the resulting academic contributions can enrich scientific studies, especially in the field of regional governance and political representation, and become a reference for improving local democratic practices in Indonesia.
Furthermore, this success is expected to strengthen Unila’s role as a competitive center for the development of science and social research, as well as encourage the production of high-quality research that has a real impact on national development. [Muzamil Kakar]
