(Unila): Research based on the real issue of national poverty led Ukhti Ciptawaty to earn her 54th Doctorate in Economics from the Faculty of Economics and Business (FEB) at the University of Lampung (Unila<\/a>) on Tuesday, February 10, 2026, at the local campus auditorium.<\/p>\n

The open doctoral promotion examination was led by the Vice Rector for Planning, Cooperation, and Information Systems at Unila, Prof. Dr. Ayi Ahadiat, S.E., M.B.A., as the Head of the Examination Committee. Present as the representative of the Dean of the Faculty of Economics and Business at Unila was Prof. Dr. Ernie Hendrawaty, S.E., M.Si.<\/p>\n

Meanwhile, Prof. Yuliasyah, S.E., M.S.A., Ph.D., Akt., CA., acted as the Secretary of the Examination Board and Head of the Doctoral Program in Economics. The external examination team included Prof. Dr. Devi Valeriani, S.E., M.Si., Vice Rector I for Academic and Student Affairs at the University of Bangka Belitung.<\/p>\n

The internal examiners consisted of Prof. Dr. Marselina, S.E., M.P.M. and Dr. Heru Wahyudi, S.E., M.Si. This promotion examination was also accompanied by Promoter Prof. Dr. Ambya, S.E., M.Si., and Co-Promoter Prof. Dr. Nairobi, S.E., M.Si.<\/p>\n

Through her dissertation entitled \u201cThe Effectiveness of Poverty Reduction Programs in Indonesia for the Period 2000-2022,\u201d Ukhti Ciptawaty emphasized that government social assistance has not yet had a uniform impact on communities in all regions.<\/p>\n

In her research, Ukhti analyzed the effectiveness of Non-Cash Food Assistance (BPNT) and the Family Hope Program (PKH) in 34 provinces using the Threshold Model Least Squares approach.<\/p>\n

This study is relevant considering that data from the Central Statistics Agency shows that in 2025, the number of poor people in Indonesia will still reach 25.85 million people or 8.47 percent of the total population.<\/p>\n

The results of the study reveal that the effectiveness of the two programs varies between regions. A number of provinces such as Riau, Bengkulu, Riau Islands, South Sulawesi, Papua, and West Papua show a positive impact on increasing community income.<\/p>\n

In her research in these regions, Ukhti found that social assistance has been proven to help maintain household purchasing power, support consumption, and strengthen the economic resilience of poor families.<\/p>\n

However, in many other provinces, the impact of BPNT and PKH on household income and expenditure has not been significant. These findings show that national policies do not necessarily produce uniform results at the local level.<\/p>\n

Differences in economic characteristics, social structures, and regional implementation capacities are important factors that influence the effectiveness of the programs.<\/p>\n

Substantively, this dissertation emphasizes that effective social assistance is not merely a matter of budget distribution, but rather about the accuracy of policy design.<\/p>\n

When programs are targeted and tailored to regional needs, communities feel the tangible impact in the form of household economic stability and opportunities to escape poverty. Conversely, without data-driven adjustments, the benefits of programs become less than optimal.<\/p>\n

Through her doctoral achievements, Ukhti Ciptawaty not only completed the academic process, but also presented evidence-based policy recommendations. She encourages periodic evaluations and a region-based approach in the implementation of BPNT and PKH so that the benefits can be felt more evenly.<\/p>\n
