This affirmation was conveyed by the Rector of the University of Lampung (Unila), Prof. Dr. Ir. Lusmeilia Afriani, DEA, IPM., ASEAN Eng., during the signing of a Memorandum of Understanding (MoU) which took place in the main meeting room of the Unila rectorate, Friday, February 6, 2026.

She explained that this collaboration is a strategic next step for both institutions to address the real needs of citizens, particularly in improving the quality of human resources (HR), strengthening public services, and optimizing the development of regional potential in a sustainable manner.

She said, Unila opens the widest possible access for high school and vocational school graduates to continue their education at state universities through various entry routes, including achievement, tests, and independent routes.

In addition, Unila has a PMPAP Program with a quota of more than 140 students which provides UKT exemption for four years for prospective underprivileged students, as well as affordable low-cost flat facilities.

“We believe that the synergy between the University of Lampung and the local government of North Lampung Regency will have a real impact on improving the quality of public services, strengthening the capacity of regional human resources, and developing the region’s potential in a sustainable manner,” said the Rector.

She added that Unila is ready to deploy its various resources and expertise to meet regional needs. For example, through the UPA PKK (Center for Career and. Entrepreneurship Development) or CCED (Center for Community Empowerment and Development), Unila can support human resource assessments in the implementation of talent management programs.

In addition, the “Professor Mulang Tiyuh” program involving 156 Unila professors, including those from North Lampung, will be directed to directly provide ideas and real contributions in the region.

“To realize concrete programs and activities that provide broad benefits to the community, Unila and North Lampung must synergize even more strongly. Following this MoU, we will follow up with more concrete forms of cooperation through the Partnership and other technical programs,” he emphasized.

The Regent of North Lampung, Dr. Ir. Hamartoni Ahadis, M.Sc., welcomed the commitment and emphasized the importance of sustainability and measurable impact on the community.

According to him, this collaboration must be oriented towards improving the quality of human resources, both for the general public and government officials, so that governance becomes better, based on moral values, ethics, and adequate competence.

“The collaboration we are building today must not stop at just signing a ceremonial MoU or PKS. We want this collaboration to be truly concrete, measurable, and have a real impact on the community, particularly in improving the quality of human resources in North Lampung,” he said.

In the field of education, the North Lampung Regency Government is encouraging the improvement of the qualifications and competencies of approximately 4,000 teachers from approximately 500 elementary and junior high schools, as well as civil servants through continuing education programs, training, and special classes that are flexible in terms of time and cost.

In the digital era, improving technological literacy for officials and civil servants is also a priority, including short three- to five-day training courses that can be facilitated by faculties within Unila, such as Mathematics and Natural Sciences and Engineering.

Not only in the education and governance sectors, this collaboration is also aimed at reviving the region’s superior potential.

In the agricultural and plantation sector, North Lampung, which was once known as a center for pepper and rice, is now facing a significant decline in production, including a shrinking area of pepper plantations from around 22,000 hectares and the problem of basal stem rot disease.

The regional government hopes for support for research, development of superior varieties, cultivation technology, and more effective intercropping systems, including for coffee and other traditional crops.

In the MSME sector, the huge potential of cassava and coffee commodities is also a focus for development, particularly in strengthening downstream products, which have so far been limited.

With the involvement of Unila academics and researchers, it is hoped that innovation and sustainable mentoring will emerge that can increase the added value of products and community welfare.

Both parties agreed that this MoU is the first step in building trust and long-term partnership between the campus and the local government.

Through structured follow-up, a technical team, and joint evaluations, the collaboration between Unila and North Lampung Regency is expected to truly bring about tangible changes for residents and strengthen knowledge-based regional development.
